Abstract: This publication investigates the “extent to which foundation grant making provides benefits to underserved populations, including the economically disadvantages, racial and ethnic minorities, and other groups.” It estimates that 68% of all health-related grant funding dollars from 2005 to 2007 benefited minority populations, the economically disadvantaged and underserved. This includes many grants that are not specifically coded as being targeted to these groups. It discusses how to assess or determine whether activities of a foundation benefit the underserved.
